Daylight Saving Time Update (Time Zone Date Update Tool for Microsoft Outlook)
With Daylight Saving Time being implemented three weeks earlier this year (2007) than previously and lasting three weeks longer, Microsoft has released a tool that will scan your local PST and/or OST file and adjust the appointments on your calendar to correct the time during those two three week segments. Here is what you should do to ensure that all the items on your calendar are listed at the correct time; and you do not have to close Outlook to do this.
1) Run Microsoft Update (http://update.microsoft.com/) and install all the critical updates that are available (the easiest way to do this is just to click the 'Express' button). One of the updates addresses Outlook and 'preps' it so that this tool can run effectively. If a reboot is required after updating, go ahead and do so.
2) Download the tool from the Microsoft web site here:
3) Run the tool. First you will need to accept the license terms.

Make sure the box at the bottom is checked and click the Continue button.
4) All the default settings are okay so just click OK here.

5) In some cases the tool will find appointments that need fixing. If you are using Windows Vista and Outlook 2007 this is supposed to be fixed and so none should be found but with all other combinations of Windows and Outlook (and if you had stuff scheduled in either of these two three week periods that is) you will probably find some that need fixing. In this case there were two.

You can click the Details button to see what events will be fixed and then click OK or just click OK.
6) After clicking OK the tool will run; this should only take a few seconds. Upon completion you can view the log or simply click the Details button again to confirm that the events you saw in the above step were indeed fixed.

Click OK.
7) If you are running Vista and Outlook 2007 or you had no events in either of these two three week periods you will get a message like this in which case you can just click OK.

All done.
